The problem is theres lots of people who want eve to be their own personal shooting gallery, and they get upset when some people arent easily shot at. Cue the whinings.
But the real problem with lowsec is that the rewards for being there just dont add up. Its not really any less dangerous than 0.0, which has far better isk making opportunities that actually compensate for losing the occasional ship. The difficulty is that the much touted risk v rewrad is usually treated as a sort of linear scale, where each lower secrating has X% more isk for the taking. But being freely attackable is not linear, its a binary thing...either you die and lose all yoru stuff, which for many people can be several weeks of efforts cause we cant all play eve 24/7, or you dont die and you dont lose your stuff. So if theres to be more folks out there, it has to be worth it.

I think hes referring to the ones who stay in highsec though, and dont ever come out to where they can potentially be dogmeat.

People who are completely unwilling to leave highsec are refusing to evolve as well, it just effects my ability to shoot them for it.
But how does one define evolution? It could be defined as being the fastest with a gun, yes, but could also just as easily be defined by having the most toys or being the best high-volume industrialist. It still all seems to come down to personal perceptions.
